Rain / storms.
Dropping barometer means low pressure. Low pressure generally brings in clouds and rain.

Here is real time footage of the Weather Modification going up in Vegas at about 7:10am. There were more throughout the day, but I was at my day job & couldn’t get more footage. Las Vegas is a hotbed for chemical sprayings. Between Area 51 & Nellis Air Force base, those planes sure stay busy!

I have the temperature, dew point, barometric pressure, wind speed and direction, cloud cover, and precipitation for 3 days for a particular location. How can I use these to make a well-educated and justified weather prediction for the next day?

In the absence of any big changes that would indicate incoming fronts (such as wind shifts or increasing cloud cover,) and without access to models or weather information from other locations, it is always best to just go with a persistence forecast. In other words, say that tomorrow will be the same as today.
Your justification would be that there is no indication anything will change.

Nov. 9, 2009 Berkeley Lab Environmental Energy Technologies Division lecture: Mark Verbrugge, Director, Chemical Sciences and Materials Systems Lab General Motors Research & Development Center. The first portion of the lecture will relate global energy challenges to trends in personal transportation. Following this introduction, a short overview of technology associated with lithium ion batteries for traction applications will be provided. Last, I shall present new research results that enable adaptive characterization of lithium ion cells. Experimental and modeling results help to clarify the underlying electrochemistry and system performance. Specifically, through chemical modification of the electrodes, it is possible to place markers within the electrodes that signal the state of charge of a battery through abrupt voltage changes during cell operation, thereby allowing full utilization of the battery in applications. In closing, I shall highlight some promising materials research efforts that are expected to lead to substantially improved battery technology.
